Overview of Initial Base Fees for Extended Producer Responsibility Packaging Charges 2025/26

This document outlines the initial base fees for Extended Producer Responsibility (EPR) packaging charges for 2025/26. EPR aims to reduce waste in the UK. Key updates include packaging weight estimates, the exclusion of certain drink containers from disposal cost fees, and potential inclusion of glass in the Deposit Return Scheme (DRS). Waste estimates were based on the 2017 waste data and the ‘Pack Flow Refresh 2023’ report. Local Authority (LA) costs were derived from the LAPCAP model. Fees include administration costs and a 6% bad debt provision, and are subject to change.
