Draft Cabinet Order to Amend the Industrial Safety and Health Act

  • Mandatory Labeling (Article 18): Chemical substances must be labeled on containers during transfer or provision.
  • SDS Issuance (Article 18-2): A Safety Data Sheet must be provided to notify the receiving party of the chemical hazards during transfer or provision.
  • Classification Standards: Chemicals will be classified according to the Japan Industrial Standard Z 7252 and the Globally Harmonized System (GHS).
  • Enforcement Date: The amendment is set to take effect on 01-Apr-2027 (April 1, 9th year of Reiwa).
  • Transitional Measures: Labeling provisions will not apply to substances newly added to the list during the transition period.

This amendment aims to enhance chemical safety management by ensuring comprehensive hazard communication across industries.
