The Cosmetic Products (Restriction of Chemical Substances) (No. 2) Regulations 2024 amend the Cosmetics Regulation to impose stricter controls on the use of certain chemicals in cosmetic products. These regulations, effective from March 20, 2024, aim to enhance consumer safety by restricting hazardous substances in cosmetics.

Key Provisions of the Regulations

  • Prohibited Chemicals:
  • The use of the following chemicals in cosmetic products is prohibited:
    • Tetrafluoroethylene
    • DBMC (Dibromo 3-chloropropane)
    • Perfluoroheptanoic Acid
    • Bisphenol S (BPS)
  • Kojic Acid Restrictions:
    • Kojic acid is restricted to a maximum concentration of 1% in face and hand cosmetic products.
  • Implementation Timeline:
    • The regulations came into force 21 days after enactment (March 20, 2024).
    • Existing products containing restricted chemicals are allowed to remain on the market until August 20, 2025, providing time for manufacturers to adjust formulations or phase out non-compliant products.

These changes align with global efforts to ensure the safety and quality of cosmetic products by reducing exposure to potentially harmful chemicals.
